Media Release: Measures taken by the Customs Department to help reduce the spread of Covid-19

In view of the prevailing situation, the Customs Department would like to inform all Economic Operators that it is doing its utmost to do what is necessary to help reduce the spread of Covid-19.

 Therefore:

  • As from the 23rd of March, 2020,  all supporting documents to import declarations are to be uploaded in the National Import and Export Systems (NIES). This measure was planned to be introduced in Q3 2020, however the Department anticipated its launch to help in social distancing aimed at curbing the spread of the Corona virus.

This measure applies to full load and groupage consignments transported by sea.  Essentially, this means that, all invoices, packing lists, bills of lading, notices of arrival, certificates and other documents related to the particular consignment have to be attached with the relevant declaration as shown hereunder:

 

It is important that:

  • documents are colour scans of the original;
  • documents are scanned at the original size;
  • no part or pages of the documents are omitted;
  • both sides of the page (where applicable) are scanned;
  • scanned documents are presented in one of the following formats:  pdf, jpg, jpeg, tif, bmp or png;
  • information is clear and readable.

This will facilitate the verification process of declarations selected for documentary checks (yellow). The processing of these documents will no longer be accepted at the Customer Services Unit in Valletta or the Verification Unit in Luqa.  When a declaration of full load container is selected for documentary check, Customs Officers stationed at the Verification Unit would carry the check as soon as the Economic Operator sends an email to this office (verification.customs@gov.mt) with the Local Reference Number (LRN). Where original documents (e.g. EUR1, ATR certificate, import licence) are required, the economic operator will be contacted to present them in person to this office.   • As from the 23rd of March, 2020,  until further notice, processing of the transit documents (T1), inward and outward applications, end-use and temporary admissions (TA) together with the booking of export consignments selected for physical inspection will only be accepted and processed electronically.  Therefore, you are kindly being requested to send your request together with the scanned application (where applicable) to the generic email account specialprocedures.customs@gov.mt. In essence, this means that the Special Procedures Unit (SPU) will assist in person exporters or their customs clearing agents who would need processing of T2L’s, EUR1 and ATR certificates only because they require an original signed and stamped certificate. For additional clarification, you are kindly being requested to send an email to the above-mentioned email address;
  • With immediate effect, all Economic Operators are being informed that, for the time being, the Commerce Department will be accepting only email based applications and, thus, economic operators are being requested to submit a scanned application.  An email, containing the same scanned, processed application would be sent to the Economic Operator himself and subsequently to the Customs Department at the newly created generic account licences.customs@gov.mt, which may be accessed by personnel at the Customer Services Unit of the Customs Department. For additional clarification, one may wish to contact the officer in charge Customs Customer Services Unit on Tel: 25685123 or send an email to customercare.customs@gov.mt;
  • As from the 23rd of March, 2020, until further notice, issuing of the gate pass out for full load and groupage containers exiting from the Freeport Terminal would need to be done electronically. Traders or their customs clearing agents are being requested to scan a copy of all the required documents, including a copy of the notice of arrival/delivery order, invoice, packing list, T2L certificates, etc and sent them via email to gatepasses.customs@gov.mt.  This is not required where you had already previously electronically attached such documents to the import customs declaration.  Customs will process the document, issue and return the gate pass via the same email address copying customs offers stationed at Freeport.  The Department reserves the right to ask for the original documents where it deems appropriate.    You are then kindly being demanded to print the gate pass and present it at the Freeport Gate . For additional clarification, you may wish to contact Ms Rachelle Fiorini on customercare.customs@gov.mt;

  • As from the 12th of March, 2020, the Customs Department has suspended its classroom training activities, both to its employees and economic operators;
  • As from the 13th of March, 2020, the Customs Department has temporarily replaced the manual Fuel Stores Authority procedure with an email procedure;
  • As from the 16th of March, 2020, entrance to any client-facing Customs offices has been restricted to one client at a time, visits are being recorded and visitors are being sanitised; and

  • As from the 16th of March, 2020, the service that the Department provides from Business 1st has been suspended.

Stqarrija għall-Midja: Miżuri meħuda mid-Dipartiment tad-Dwana biex jgħin fit-tnaqqis tat-tixrid ta' Covid-19

 Minħabba din is-sitwazzjoni li għaddejjin minna, id-Dipartiment tad-Dwana qed jinforma lill-operaturi ekonomiċi kollha li, minn naħa tiegħu, qed jagħmel minn kollox biex jgħin fil-ġlieda kontra t-tifrix tal-Covid-19.

Għaldaqstant: 

  • Mit-23 ta’ Marzu, 2020, ser tibda titħaddem sistema li tiffaċilita li jittellgħu, u jkunu aċċessati, id-dokumenti kollha marbuta mal-import declarations fin-National Import and Export Systems (NIES). L-introduzzjoni ta’ din il-miżura, fil-fatt, kienet ippjanata għat-tielet kwart tal-2020.  B’dana kollu, id-Dipartiment ħaseb biex jibdieha minn issa bil-għan li jitnaqqas il-kuntatt bejn persuna u oħra fl-isforz biex ikun imrazzan it-tixrid tal-coranavirus. Din il-miżura tapplika kemm fil-każ ta’ kontejners full load kif ukoll fejn jirrigwardja groupage consignments trasportati bil-baħar.  Fil-fatt, dan ifisser li, il-fatturi kollha, packing lists, bills of lading, notices of arrival, ċertifikati u dokumenti oħra marbuta ma’ kunsinna partikulari, għandhom ikunu mehmuża mad-dikjarazzjoni relevanti kif jidher hawn isfel:

Hu importanti li:

  • Id-Dokumenti jkun skenjati bil-kulur oriġinali;
  • Id-Dokumenti jkunu skenjati bil-qisien oriġinali;
  • L-ebda paġna jew parti minnha ma tkun imħollija barra
  • Iż-żewġ naħat tal-paġna (fejn applikabbli) ikunu skenjati;
  • Id-dokumenti skenjati jkunu ppreżentati f’wieħed minn dawn il-formati:  pdf, jpg, jpeg, tif, bmp or png; u
  • L-informazzjoni kollha tkun ċara u tinqara.

 

B’hekk, ikun iffaċilitat il-proċess tal-veriifika tad-dikjarazzjonijiet magħżula għall-verifika tad-dokumenti (sofor).  L-ipproċessar ta’ dawn id-dokumenti mhux ser jibqa’ jkun aċċettat fil-Customer Services Unit, il-Belt Valletta, jew fil-Verification Unit, ġo Ħal-Luqa.  Kull meta dikjarazzjoni ta’ full load container tkun magħżula għall-verifika dokumentarja, Uffiċċjali tad-Dwana li jkunu stazzjonati fil-Verification Unit ser ikunu qed jagħmlu l-verifika x’ħin l-operatur ekonomiku jibgħat emejl fl-uffiċċju tad-Dwana (verification.customs@gov.mt) bil-Local Reference Number (LRN).  Meta jkun hemm bżonn ta’ dokumenti oriġinali (per eż., EUR1, ċertifikat tal-ATR, licenzja ta’ importazzjoni), isir kuntatt mid-Dipartiment tad-Dwana  mal-operatur ekonomiku biex dan jippreżenthom personalment lil dan l-uffiċċju. Fil-prattika, dan ifisser li l-iSpecial Procedures Unit (SPU) ser tgħin personalment lill-esportaturi jew l-aġenti tagħhom, li jkollhom bżonn jipproċessaw ċertifikati T2L, EUR1 u ATR, biss meta dawn ikollhom bżonn ċertifikat ittimbrat u b'firma oriġinali, u mhux f'każijiet oħra.   • B’effett immedjat, l-operaturi ekonomiċi kollha huma infurmati li, f'dan il-perijodu, id-Dipartiment tal-Kummerċ qed jaċċetta biss applikazzjoni permezz ta' imejl.  B'hekk, l-operaturi kummerċjali huma mitluba li jibagħtu applikazzjonijiet skenjati.  Wara, l-istess operaturi jirċievu imejl li jkollha mehmeż fiha sken tal-applikazzjoni pproċessata li tkun ukoll ikkupjata lid-Dipartiment tad-Dwana fuq l-indirizz ta' imejl ġeneriku ġdid licences.customs@gov.mt.  L-uffiċċjali tal-Customer Service Unit, fi ħdan id-Dipartiment tad-Dwana, ikollhom l-faċilita' li jaċċessaw din l-imejl. Għal aktar kjarifiċi jew tagħrif, l-operaturi kummerċjali jistgħu jikkomunikaw mal-uffiċċjal inkarigat fil-Customer Services Unit tad-Dwana, jew fuq in-numru tat-telefon 25685123 jew permezz ta' imejl fuq l-indirizz customercare.customs@gov.mt;
  • Mit-23 ta' Marzu 2020,  u b'mod mandatorju min-nhar l-Erbgħa, 1 ta' April 2020, sakemm joħroġ avviż ieħor, il-ħruġ tal-gate pass out għal containers full load jew groupage, li jkunu ħerġin mill-Freeport Terminal, għandhom isiru b'mod eletroniku. L-operaturi ekonomiċi jew il-burdnara tagħhom huma mitluba biex jiskenjaw kopja tad-dokumenti neċessarji kollha, flimkien ma' kopja tal-avviż tal-arrival/delivery order, fattura, packing list, T2L, ċertifikati, etċ u jintbgħatu permezz ta' emejl lil gatepass.customs@gov.mt.  Dan il-proċess mhux neċessarju jekk l-operatur ekonomiku jkun diġa' hemeż b'mod eletroniku dawn id-dokumenti mal-import declaration tad-Dwana.  Id-Dipartiment jipproċessa d-dokument, joħrog u jibgħat il-gate pass permezz tal-istess indirizz tal-email, filwaqt li jikkopja lill-uffiċċji tad-Dwana ġewwa l-Freeport.  Id-Dipartiment iżomm id-dritt li jitlob id-dokumenti oriġinali fejn iħoss li jkun neċessarju.  L-operatur ekonomiku hu mitlub li jistampa il-gate pass u jippreżentah fil-Freeport Gate.
