Dear Economic Operator,
We are pleased to inform you that the Malta Tax and Customs Administration (MTCA), in collaboration with Circular Economy Malta (CE Malta) and the Beverage Container Refund Scheme (BCRS), has launched an ambitious project aimed at facilitating the barcode registration process for beverage importations into Malta.
Effective Wednesday, 24th July 2024, all importers of beverages in-scope of the BCRS are kindly requested to register their products with BCRS prior to the actual importation of their consignments.
This initiative offers several advantages:
- Seamless Integration: Once registered, the barcode will be automatically transposed into the Customs National Import System (NIS).
- Enhanced Efficiency: Importers and declarants will have automatic visibility of the registered barcodes when declaring goods to Customs.
To ensure a smooth transition, we encourage you to register your new products as soon as possible, and before any actual importation. This proactive step will help mitigate any potential delays and ensure compliance with the new procedure.

Commodity Code and Barcode Selection Process
When submitting an import declaration in the NIS (Customs National Import System), depending on the commodity code declared, a drop-down menu in box 44 (Produced Documents/Certificates) will prompt you to select the appropriate barcode. This barcode is linked to a specific consignee and the respective EORI number, as registered in advance with the BCRS - 1063 - BCRS product declaration.
Different products may share the same commodity code, and they may or may not fall within the scope of BCRS. In cases where the products do not fall within the scope of BCRS, a certificate must be added to box 44 (Produced Documents/Certificates) as shown hereunder - 8888 - Product not subject to BCRS Deposit in terms of S.L 549.134
We advise all declarants to ensure the accuracy of the commodity codes and the corresponding barcodes to facilitate a smooth import process. Failure to comply with these requirements may result in delays or complications in the clearance of goods.
