The Customs Department is doing its utmost to do what is necessary to help reduce the spread of the Covid-19. In view of this prevailing situation the Department would like to inform all Economic Operators that and in line with its Business Strategy 2020 – 2022, the uploading of all supporting documents to import declarations in the National Import and Export Systems (NIES) will commence on Monday, 23rd March and become mandatory from Wednesday 1st April 2020. This measure was planned to be introduced in Q3 2020, however the Department anticipated its launch to help in social distancing aimed at curbing the spread of the Corona virus.
This measure applies to full load and groupage consignments transported by sea. Essentially, this means that, all invoices, packing lists, bills of lading, notices of arrival, certificates and other documents related to the particular consignment have to be attached with the relevant declaration as shown hereunder:
It is important that: documents are colour scans of the original;
This will facilitate the verification process of declarations selected for documentary checks (yellow). The processing of these documents will no longer be accepted at the Customer Services Unit in Valletta or the Verification Unit in Luqa. When a declaration of full load container is selected for documentary check, Customs Officers stationed at the Verification Unit would carry the check as soon as the Economic Operator sends an email to this office ([email protected]) with the Local Reference Number (LRN). Where original documents (e.g. EUR1, ATR certificate, import licence) are required, the economic operator will be contacted to present them in person to this office.
