PoUS START OF OPERATIONS
Phase 1 of the Proof of Union Status system (PoUS) has entered the operations stage on 1st March 2024 and its main objective is to replace the paper procedure of T2L/T2LF (to prove Union status of goods) with electronic means.
Henceforth, all new T2L and T2LF proofs should be endorsed and registered electronically in the new POUS system. As transition, proofs issued before 01/03/2024 can still be presented on paper until the end of their validity (maximum 90 days) and PDF prints extracted from the PoUS system can still be used to clear goods or to facilitate the local electronic Freeport gate passes (N.B.: the T2LF applies to goods transported to, from or between non-fiscal areas of the Union).
The structure of the PoUS system contains three components, mainly:
TRADERS
Economic operators need to have access to the EU Customs Trader Portal (EUCTP), which is managed through the UUM&DS system and there are two available business profiles for traders to access PoUS STP: either as PoUS-STP- CONSULTATIVE to view information only (for those who only handle T2Ls) or as PoUS-STP-EXECUTIVE to view, enter and submit information (for those who also create T2Ls).

If help is required, please contact the PoUS National Service Desk (NSD), i.e. the PoUS-CCO within the Manifest Monitoring Section [email protected] (Tel:23783431) as the single point of contact (for the support of Economic Operators and their representatives). DG TAXUD Central Service Desk will only be the Second-Level Support and its role will be to support the National Help Desks by providing solutions and guidance for issues that cannot be solved nationally by the NSD.
