Obligations under Article 23 of Regulation (EU) 2024/573 – F-gas Import Requirements
11th June 2025
Attn: All Economic Operators
We would like to remind you of your obligations under Article 23 of Regulation (EU) 2024/573 concerning the import of fluorinated greenhouse gases (F-gases), and products or equipment containing or relying on those gases.
Pursuant to the applicable legislation, the import customs declarations must include, in addition to the correct TARIC code and other required data, the following information in an accurate and complete manner in the ‘Description of goods’ field at goods shipment level
o
Your F-gas Portal registration identification number
o
The name and net mass of bulk gases and of gases contained in the products, equipment, or parts
It is also required that all importers—and declarants, if different—are registered in the F-gas Portal in accordance with Article 20.
According to the same regulation, in case of imports of pre-charged products or equipment, the importer shall ensure that a copy of the declaration of conformity is available to the customs authorities at the time the customs declaration related to the release for free circulation in the Union is submitted.
Moreover, although not an obligation under Article 23, it is being suggested that if your imports are products/equipment that can contain F-gases but are ‘empty’ of F-gases, you are to declare this in the customs declaration.
Please ensure compliance with these requirements to avoid delays or issues with your shipments
