Main Areas of Responsibility

  • To be responsible for monitoring and co-ordination of the Branches under his/her directorship, namely Processing Services, Landing & Releasing and IT Systems
  • To provide on-going support to the Director General (Customs) and other Directors.
  • To identify and establish best practices by carrying out rigorous evaluation of resources allocation, cost and performances and thus taking better decisions on the deployment of resources.
  • To establish clear lines of responsibility and accountability in order to promote a more cohesive administration.
  • To coordinate Customs activities at both the border and inland Customs post according to the department’s strategy and ensure that all posts are adequately equipped to execute their functions.

Core Functions


  • To implement Departmental, Ministerial and Government Policies in respect of Customs practices and procedures and make recommendations for modifications where it is deemed appropriate with particular emphasis on Processing Services, Landing and Releasing and IT Systems.
  • Represent the Department at EU-related, national and international meetings and seminars as required and ensure that Customs policies and operational requirements are given due consideration.
  • To promote trade facilitation so as to minimize the administrative burden on compliant traders, whilst the security of the supply chain is strengthened.
  • To establish an effective audit programme targeted at areas of illicit trade and revenue risk with special reference to Valuation-Document Verification and Customs Economic Procedures matters.
  • To ensure increased level of compliance with import/export regulations through the effective application of an extensive range of national and EU import and export controls whilst keeping the costs of compliance under control.
  • To co-ordinate the implementation of the Union Customs Code and the new electronic Customs systems as detailed in the EU Multi Annual Strategic Plan within stipulated time frames.
  • Advise the Ministry for Finance through the Director General (Customs) of the benefits or otherwise of proposed changes to legislation or procedural requirements; suggest possible alternatives as required.
  • Once decisions are taken and choices made, define user requirements for necessary software applications and in collaboration with Government appointed consultants, draw up plans for their timely implementation and ensure that results live up to expectations.
  • Ensure that Customs laws, regulations and procedures are in line with EU requirements.
  • Ensure that existing information technology systems are used to their optimum,   and meet user requirements for new software applications where necessary.
  • Deliver a high quality customer service mainly through the simplification of procedures and the use of advances in information and communication technology.
  • Ensure that Standard Operating Procedures manuals pertaining to areas of operational responsibility are kept up to date for both staff and stakeholders.
  • Conduct performance appraisals of section leaders and other officers of the sections. Identify training and development needs for all staff and ensure they receive it.
