Director Excise 

Main Areas of Responsibility



  • To assist in the preparation and monitoring of the strategic and operational plans concerning Excise Duties and Warehousing.
  • To manage and control the Excise, Warehousing & Transit and Free Zone sections and further develop the Department’s capabilities in these areas.
  • To represent the Department at European Commission meetings and seminars, and at other national or international bodies as required, and ensure that Customs policies and operational requirements are given due consideration.
  • To advise the Ministry for Finance through the Director General Customs of the benefits or otherwise of proposed changes to legislation or procedural requirements and suggest possible alternatives where required.
  • Once decisions are taken on way forward, to define departmental user requirements for necessary software applications and in collaboration with Government appointed consultants, draw up plans for their timely achievement and make sure that results come up to expectations.

Core Functions



  • To ensure that Customs laws, regulations and procedures are in line with EU requirements.
  • To examine international best practices, norms and conventions before formulating policy proposals.
  • To undertake detailed analysis of current policies, procedures, requirements and controls, identify weaknesses, propose corrective measures, and oversee implementation of reforms.
  • To ensure existing information technology systems are used to their optimum, and where necessary, user requirements for new software applications are met.
  • To ensure Standard Operating Procedure manuals pertaining to areas of operational responsibility are kept up to date for both staff and stakeholders.
  • To ensure that customs controls on imports and exports, especially of excise goods, fully comply with national and EU legal requirements and provide the best possible protection for national and EU finances.
  • To develop and implement post-audit based compliance audit systems, procedures, standards and controls, taking full advantage of electronic systems.
  • To conduct audits of excise traders’ and importers’ books, records and systems to ensure compliance.
  • To promote the use of simplified customs procedures by authorized traders in the import, export and suspense fields.
