IMPORTANT UPDATE - Replacing the paper-based Transhipment Bill (TSB) with electronic alternatives

As of the 28th February, 2022, the paper-based Transhipment Bill (TSB) will be replaced by existing electronic information exchange processes and procedures. 

The Customs Department would like to inform all Economic Operators that the guarantee mentioned in point 4 of the ‘Step by Step Guidelines for Traders’ will not become mandatory as of Monday, 28th February, when the paper-based Transhipment Bill (TSB) will be completely phased out and replaced by electronic means. 

Until the deployment of the Guarantee Management System (GMS) where a comprehensive guarantee will allow for two or more movements, a Customs guard can replace the guarantee and escort the goods from one temporary storage to another.

This means that, until further notice, the economic operator can opt for a single guarantee or for the Customs guard as a security.
